Asahan Irrigation Project is situated in the lower Asahan river basin, about 150 km southeast of Medan, the capital of north Sumatera province There are four main rivers, Bunut river, Silau river Asahan river and Kualu river, flowing across the lower part of Asahan river basin before merging into the straits of Malacca. Of these, the Asahan river originating from Lake Toba is the largest river, having a stable base flow of about 100 m3/sec throughout the year, designed by the Asahan Hydropower Development Project (based on Master Plan Study on Lower Asahan river Basin Development). However, flood still occasionally occur along the downstream reaches of all these rivers. These floods have greatly hampered agricultural development in these areas in spite of the large development potential of land and water resources in the basin. To solve these constraints in the lower Asahan river basin, the government recognized to prepare the development of the Asahan irrigation scheme plan to prepare a comprehensive land and water resources development.
The scope of work for the preparation of the Asahan Irrigation Development Project under the Directorate of Irrigation and Lowland, DGWR will be developed in two stages: (i) Phase I will prepare the Master Plan study and Feasibility study for 110,000 ha; and Detailed Engineering Design (DED), Environment Impact Analysis (EIA), Land Acquisition and Resettlement Action Plan (LARAP), and Social Safeguard (40,000 ha) and (ii) Phase II will prepare the Detailed Engineering Design (DED), Environment Impact Analysis (EIA), Land Acquisition and Resettlement Action Plan (LARAP), and Social Safeguard (50,000 ha).
The services for the preparation of the Asahan Irrigation System Phase I are prepare (i) a comprehensive master plan for irrigated agriculture development, covering irrigation infrastructure development, smart agriculture development, and agriculture market development; (ii) feasibility studies covering infrastructure, institutional, social and environment, agriculture and access to market aspects; (iii) detailed engineering design for irrigation and associated infrastructure; (iv) social and environment safeguards including land acquisition process; and (v) preparation of bidding documents. The services also will be (1) identification of 110,000 ha area to be analyzed and recommended to Master Plan and Feasibility Study, and (2) identification of 40,000 ha area to be recommended to Detailed Engineering Design.
