PHRD-IV is a capacity building project under JICA Loan Agreement No.: IP 568, with the objective to strengthen the institutional administration capacity of the central and local government in Indonesia, in order to facilitate the decentralization process, through human resource development of the government planners nationwide by implementing selected Education Programs and Training Programs in Indonesia, Japan, and other Asia-Pacific countries. The Consulting Services of the PHRD-IV started in June 2016 and will finished on June 2026. This the largest and the longest project managed by Trippcons who’s leading the consortium of 4  national companies. The project offices are located in Tokyo and Jakarta.
The Consultant provides planning, management and implementation support for HRD of central and local governments in Indonesia, by sending selected participants for degree and non-degree programs both overseas and domestic.
Degree programs consist of Master Linkage (overseas), Master Regular (overseas), Doctor Regular (overseas), Master Regular (Domestic) and Doctor Regular (Domestic). While Non-degree program consist of Short-term Training Regular, Short-term training Linkage, Staff Enhancement (1 month), Conference Participation, Academic Exchange from Japan, Academic Exchange from Indonesia and On-the Job Training (3 months and 5 months).
During the implementation from 2016 until 2022, the project successfully sending 3,187 participants for degree program and 672 participants for non-degree program.
For the overseas component, the Consultants task are sending selected fellows to Japan for Degree program (Doctor, Master Regular and Master Linkage) and non-degree academic training programs (Training of Trainers (ToT), Staff Enhancement, Seminar Participation). The Consultant’s task also supporting academic staff exchange between Japan and Indonesia for lectures, workshop, symposium, etc., and supporting academic activities in Indonesian Institutions such as degree, non-degree and language trainings. The total target participants received the fellowship are 1,257 people for the overseas component (562 people for Degree Track, 635 people for Non Degree Track and 60 people for Staff Exchange Track).
For the domestic component, the Consultants task are giving academic fellowship services for the selected fellows conduct studies in several universities in Indonesia and also provide assistance and services in academic training program. The total target participants received fellowship are 4,940 people for the domestic component (1,315 people for Degree Track and 3,625 people for Non Degree Track).
Trippcons has established two project offices, one office in Tokyo for the overseas component, and one other office for the domestic component in Jakarta. The two project offices having close coordination with Trippcons HQ in Jakarta.

In this program, TRIPPCONS providing project management, academic management, fellowship management, financial and administrative services, database system management and alumni survey activity for smooth implementation of Project. Scope of services of the Consultant covered all programs under Overseas and Domestic Components both Degree and Non Degree Tracks to all the planners throughout the country.
