EUICF is a 3-year project financed by the EU, from December 2022 to December 2025. It is led by IBF Consulting with members of its consortium including Trippcons and ID COMM.
The overall objective of EUICF is to enhance the EU-Indonesia partnership through several outcomes:
- Continue and reinforce EU-Indonesia relations and policy dialogues.
- Promote an increased alignment between EU-Indonesia interests, principles, policies, and values, including human rights and gender equality, with a particular focus on the 2030 Agenda and the SDGs.
- Build increased public awareness, understanding and approval of the EU and its role in Indonesia, the region and the world.
- Enhance climate, biodiversity and environmental management, mainstreaming and monitoring, as well as conservation, sustainable, management use and restoration of natural resources.
Partners and stakeholders include:
- EU institutions including the EEAS, European Commission services, EU sectoral agencies where appropriate.
- EU Member States and their relevant institutions.
- Indonesian Ministries and national government agencies.
- EU and Indonesian civil society, academia, institutions, agencies, private sector, national and local governments and other actors will be associated when appropriate and relevant.
- For strategic communication and public diplomacy activities, the target groups will include “next generations” (e.g. young people, students, academics), political and decision makers, multipliers (e.g. media, influencers), as well as other relevant stakeholders.
The EU-Brunei Partnership Facility is the project financed by the European Commission with duration of 2 years implementation, from December 2022 to November 2024. The project is the first and the newest Trippcons regional project, which fully implement in Brunei Darussalam.
The overall objective of EU – Brunei Darussalam Partnership Facility is to strengthen the bilateral relationship, with the specific objectives to strengthen the mutual awareness, understanding, and appreciation between partners across a range of policies, by increasing bilateral contacts in official dialogues, in second-track and professional cooperation, and at a people to people level, and through supplementary media outreach.
Target audience of this new EU-funded facility as follow:
- Policymakers: government policymakers, politicians and governmental counterparts at the appropriate hierarchical level.
- Policy influencers and opinion shapers: influential groups, organizations and individuals that are able to shape both the public opinion, include religious leaders, academia, policy analysts, business organizations.
- Youth, students: (educated) youth and youth organizations, universities and students.
- Multipliers: media – print, audio-visual and online (especially social) media, cultural organizations and operators.
- General public:
The task of the Consultant, including a) Implement policy dialogue and public diplomacy events and campaigns; and b) Establish local partnership for EU to continue nurturing the development of its relation with Brunei, with the target output as follows:
- Output 1: Increased contact at universities/students level through the organization of Ambassador Lectures and scholarship/research promotion
- Output 2: Increased Bilateral Contacts through the organization of Policy Outreach and Exchange Seminars
- Output 3: Increased awareness about EU scholarship program and research opportunity through the organization of two webinars promoting Erasmus+ and Horizon Europe programs.

The purpose of this consultation is to design and implement a capacity building program to integrate zakat and community-based poverty reduction programs.

PHRD-IV is a capacity building project under JICA Loan Agreement No.: IP 568, with the objective to strengthen the institutional administration capacity of the central and local government in Indonesia, in order to facilitate the decentralization process, through human resource development of the government planners nationwide by implementing selected Education Programs and Training Programs in Indonesia, Japan, and other Asia-Pacific countries. The Consulting Services of the PHRD-IV started in June 2016 and will finished on June 2026. This the largest and the longest project managed by Trippcons who’s leading the consortium of 4 national companies. The project offices are located in Tokyo and Jakarta.
The Consultant provides planning, management and implementation support for HRD of central and local governments in Indonesia, by sending selected participants for degree and non-degree programs both overseas and domestic.
Degree programs consist of Master Linkage (overseas), Master Regular (overseas), Doctor Regular (overseas), Master Regular (Domestic) and Doctor Regular (Domestic). While Non-degree program consist of Short-term Training Regular, Short-term training Linkage, Staff Enhancement (1 month), Conference Participation, Academic Exchange from Japan, Academic Exchange from Indonesia and On-the Job Training (3 months and 5 months).
During the implementation from 2016 until 2022, the project successfully sending 3,187 participants for degree program and 672 participants for non-degree program.
Under consortium of AESA, Trippcons also currently implementing the EUPOP Indonesia under EU-financed project. The project started in September 2018 and will finished on December 2023.
EUPOP Indonesia is expected to use in a strategic and effective manner public and cultural diplomacy and outreach instruments to target current policymakers / policy influencers and opinion shapers / multipliers and in particular the next generations thereof. Through the EUPOP activities it is expected to fill the identified knowledge gap, revise misperceptions and counterbalance the negative news headlines through highlighting the positive aspects of the EU to the selected target audiences, increasing trust and understanding, and conveying key messages about the value and importance of working with the EU. The European Union and knowledge about the EU’s values, policies and principles shall be brought into the cognizance of the target audiences.
EUPOP Indonesia comes at a very opportune moment as it can take advantage of a growing interest in the EU and contribute timely to tackle the lack of awareness about the EU and its actions. It is expected to contribute to creating and nurturing the necessary conducive environment for an intensified EU Indonesia bilateral relationship now and in future. Thereby, it bolsters the implementation of the Partnership and Cooperation Agreement and related policy dialogues.
The overall objective of this project is to strengthen the EU’s ability to engage in a meaningful and effective dialogue with selected target audiences in Indonesia in order to enhance the widespread understanding and visibility of the Union and its role on the world scene.
The activities under EUPOP Indonesia project take place in the capital Jakarta as well as in selected locations in the Indonesian provinces. In exceptional cases some activities could also take place in Europe as well as in other ASEAN countries. EUPOP Indonesia from 2018 to March 2023 has been organized 101 activities around 5 thematic policy clusters: 1.Climate Action and Environment; 2. Higher Education and Research; 3. Human Rights and Democracy; 4. Trade and Investment; and 5. Culture and Media.
A Trippons joint venture with Dohwa Engineering Co. Ltd, Korea (Lead Firm), PT. Karsa Buana Lestari, and PT. Supraharmonia Consultindo, for a project under ADB Loan No. 3455-INO Accelerating Infrastructure Delivery Through Better Engineering Services Project (ESP), Directorate Of Irrigation and Lowland, DG of Water Resources from November 2019 to March 2022.
Asahan Irrigation Project is situated in the lower Asahan river basin, about 150 km southeast of Medan, the capital of North Sumatra province There are four main rivers, Bunut river, Silau river Asahan river and Kualu river, flowing across the lower part of Asahan river basin before merging into the straits of Malacca. Of these, the Asahan river originating from Lake Toba is the largest river, having a stable base flow of about 100 m3/sec throughout the year, designed by the Asahan Hydropower Development Project (based on Master Plan Study on Lower Asahan river Basin Development). However, flood still occasionally occur along the downstream reaches of all these rivers. These floods have greatly hampered agricultural development in these areas in spite of the large development potential of land and water resources in the basin. To solve these constraints in the lower Asahan river basin, the government recognized to prepare the development of the Asahan irrigation scheme plan to prepare a comprehensive land and water resources development.
The scope of work for the preparation of the Asahan Irrigation Development Project under the Directorate of Irrigation and Lowland, DGWR will be developed in two stages: (i) Phase I will prepare the Master Plan study and Feasibility study for 110,000 ha; and Detailed Engineering Design (DED), Environment Impact Analysis (EIA), Land Acquisition and Resettlement Action Plan (LARAP), and Social Safeguard (40,000 ha) and (ii) Phase II will prepare the Detailed Engineering Design (DED), Environment Impact Analysis (EIA), Land Acquisition and Resettlement Action Plan (LARAP), and Social Safeguard (50,000 ha).
The services for the preparation of the Asahan Irrigation System Phase I are prepare (i) a comprehensive master plan for irrigated agriculture development, covering irrigation infrastructure development, smart agriculture development, and agriculture market development; (ii) feasibility studies covering infrastructure, institutional, social and environment, agriculture and access to market aspects; (iii) detailed engineering design for irrigation and associated infrastructure; (iv) social and environment safeguards including land acquisition process; and (v) preparation of bidding documents. The services also will be (1) identification of 110,000 ha area to be analyzed and recommended to Master Plan and Feasibility Study, and (2) identification of 40,000 ha area to be recommended to Detailed Engineering Design.
ISAI is under Integrated Participatory Development and Management of Irrigation Program (IPDMIP), financed by Asian Development Bank (ADB) Loan 3529-INO (OCR)/8327 – INO (AIF), under the Executing Agency of the Directorate General of Regional Development (DGRD), Ministry of Home Affairs (MOHA), from June 2018 to July 2022.It aims to assist the DGRD, MOHA and Provincial and District Bappeda in supporting the implementation of (i) sustainable systems and irrigation capacity of agricultural institutions, and (ii) enhancing the implementation of irrigation operations and maintenance, including increasing human resource capacity, coordinating among program stakeholders.
The task of Consultant includes assisting the NPIU-DG of Regional Development and Provincial and Regency Bappeda in supporting the implementation of (i) strengthening the sustainable agricultural irrigation system and institutional capacity, and (ii) improving the implementation of irrigation operations and maintenance, including capacity building of human resources, coordination between stakeholder program interests. Strengthening the sustainable system and capacity of Agricultural Irrigation Institutions is directed at increasing the institutional capacity of local governments by supporting program implementation by carrying out comprehensive supervision and strengthening planning, implementation and monitoring & evaluation. What is meant by improving the implementation of irrigation operations and maintenance is the preparation of economic, social, technical, climate change and irrigation management institutional assessments (PSETK).
PT. Pembangunan Jaya Ancol Tbk as a national private company formed by DKI Jakarta Government with PT. Jaya Ancol Development which is engaged in tourism (Eco Tourism) intends to carry out the Development, Management and Development of the Ancol Area with activities including the development of Eco Tourism in the East Ancol area of ± 120 Ha and West Ancol covering an area of ± 35 Ha. One that will be developed in the near future is East and West Ancol Eco tourism which is located on the north side of Carnaval Beach.
The Study on the Impact of Global Warming on the development of Eco Tourism in East and West Ancol aims to:
- Assessing the influence of direct and indirect impacts such as the environment/ecosystem on the East and West Ancol Eco Tourism development plans.
- Incorporating climate change adaptation in land use planning and infrastructure development on the coasts of East and West Ancol.
- increase knowledge about global warming and monitor the impact of climate change on coastal resources, particularly East and West Ancol.

The primary objective of the study is to prepare a strategy and model for public campaign for polytechnic education in order to improve public awareness and attract industry/employers to consider polytechnic graduates as source of skillful employees. The assignment includes identification of critical factors impeding the image of vocational higher education, and explores ways/strategies on how to improve the image both for the public and industry. A firm will be recruited to develop social marketing and advocacy campaign strategy, recommend promotional activities that could be implemented to achieve above objective and produce model/mock-up of the promotional/campaign materials. The Consultant will undertake the following tasks: 1) To develop social marketing and advocacy concept to improve the image of polytechnic education. In developing the concept, the consultant team should consult with relevant stakeholders, including with private sector/industry (the user of polytechnic graduates) and with the senior vocational school/SMK (the input for polytechnic education) and conduct market study; 2) To visualize the agreed social marketing and advocacy concept into idea and determine the effective media channel; 3) To gather the data on best practices from successful polytechnics. The selection of successful polytechnics should be agreed with PMU; 4) To visualize and design the mock-up/model of promotional materials. Depending on the approved media channel, activities in this stage will include but not limited to the audition models, photography, printed final art and illustrated of story board for video advertising; 5) To supervise the production of promotional materials by appointed contractor; 6) To organize the events (FGD, workshop, meetings) to support the above activities; 7) To design the PEDP web.

The primary roles of the OMT are to support the Directorate General Basic Education, Ministry of Education and Culture as the Executing Agency in implementing district grants, including:
- Help to facilitate the confirmation, and help organize/prepare the on-granting agreement.
- Finalization of JUKLAK and JUKNIS (Program Operation Manual = POM) be completed prior to program implementation, and be disseminated and trained to all participating districts during the first month of the program 🡪 In this case, OMT will need to facilitate training/workshops.
- Together with Technical Advisors help the districts in preparing proposal for grant funding; 🡪 Through District Advisory Team/consultant;
- Prepare survey plan for MSS status quo assessment, including sampling procedures, instruments for data collection, analysis table and record keeping.
- Ensure that detail procedures and mechanisms for proposal submission, review and approval, budget release, recording and reporting are in place; 🡪 This is the major task of OMT: i.e. to ensure that funds are transferred to districts timely, funds are used effectively and efficiently (based on the PAM and approved Proposal), funds are reported correctly and timely, and funds are replenished to ADB timely.
- OMT will need to prepare good a database/record for implementation of activities of 110 districts in 16 provinces, including results of MSS status quo assessment, funds disbursement, replenishment, etc.
- The OMT will need to keep/administer documents of funds release, replenishment, and financial reporting from each district. The OMT will need to train District Advisory Team in handling financial administration, and provide guidance/supervision throughout program implementation.

KMW-3 Consultants are responsible for controlling the implementation of PKKPM, particularly in terms of ensuring quality of performance planning and implementation of programs in sub-district / inter-village locations. AIPD aims to support the Government of Indonesia (GOI) to better manage decentralized public finances in order to improve public services and reduce poverty in relation to health, education and infrastructure in five districts in each of five provinces – East Flores, NTT; North Lombok, NTB; Merauke, Papua; Manokwari, Papua Barat; and Malang, East Java. The Gender Profiles will contribute to the attainment of the AIPD End of Program Outcome (EoPO) to improve resource allocation and management at the provincial and district level. Project Management and Technical Consultants (PMTC) will support the PMO, NPIU KKHL, including relevant UPTs and PIUs in:
- Preparing detailed Project work and financial plans.
- Developing implementation approaches, procedures, and guidelines for key project activities and for coordinating implementation by the concerned agencies at the national, and regional level.
- Strengthening local communities to take part in participatory model for decentralized co-management and surveillance of coral reef resources.

- Advising NPIUs on the development and application of an environmental and social safeguard screening process prior to the approval of each village infrastructure development plan and the award of civil works contracts to avoid or minimize adverse environmental and social impacts.
- Implementing the Environment and Social Safeguard Framework (ESSF) and assisting NPIU/PIUs in developing relevant safeguard documents required by the framework, including providing training/capacity building for the PIUs.
- Working with districts, NGO, and contractors in community empowerment, resource management, village development, and income generation.
- Planning and supporting a feasibility review of various economic enterprise activities in the districts that are eco-friendly and sustainable, marine-resources-based, are connected to strong private sector and public partners, and are creating economically strategic and successful alliances.
- Working closely with LIPI and the regional CRITCs in developing the Project’s research framework, identifying possible research partners, assisting the PIUs in contracting out of research studies/surveys to suitable institutions, monitoring the conduct of research, and evaluating research results.
